Sasha is question is spot on: what exactly do u want to speed up? Processing? Storage? Connection to the Internet? These three r the most likely candidates. Here is what u can do for each:
1) Processing speed * increase RAM. I always recommend to install the maximum amount of RAM that ur motherboard supports. For most PC is that is 4GB. Obviously, this costs money. But it is way cheaper than buying a new PC. * get rid of all spyware. Download adaware & use it to cleean out ur PC. That at least is free. * close down applications, services & processes u do not need. Get into the Task Manager, & shut down unnecessary background processes. If u do something wrong, a re-boot will restore everything to what it was. * get an anti-virus/firewall package that does not slow u down. Norton Internet Security 2006 & earlier is terrible (version 2007 is actually pretty good). Replace it with Avast or AVG for anti-virus, & Zone Alarm for a free firewall.
2) Storage * Unclutter ur harddisk. Delete stuff u do not need. * Defragment ur harddisk (open ''My Computer''; find the icon representing the harddisk; right click on it, choose ''Properties''; within the Properties dialog, select the ''Tools'' tab, & there the ''defragment'' option
3) Internet Connection * Delete TCP optimizer & restore the system defaults. Unless u know what u r doing (and ur question shows u don't; sorry), u will likely do more harm than good with these tools. They look deceptively easy & straightforward, but many of the things they do r VERY doubtful if you're an expert.The Microsoft defaults may not bring u 100% of the optimal speed of ur connection, but they r not far from that either. * Make sure ur connection is fast to begin with. A dial-up connection is hopelessly slow. DSL is much faster. And cable Internet is still significantly faster than DSL. * If u frequently run Internet applications that r speed critical (e.g. chat, Voice over IP, online games), then consider getting a good protocol priotizer, like the Hawking Broadband booster (see link). That really helps

I would try removing some unncessary programs and clean the registry if it is system performance that you are having problems with, it may also not be a bad idea to look into getting a RAM upgrade.
